Washington Working Group led by two U.S. senators issued a report on Georgia and relations of this country with the U.S. and Europe under the name “Georgia in the West: Political” road map “Euro-Atlantic future of Georgia” . The document contains several recommendations to the U.S., European and Georgian politicians, including some fairly provocative proposals relating to security:
- to propose the presence of international security forces in the occupied territories : a continuation of the diplomatic offensive to the United States, in cooperation with its allies to develop a clear vision regarding the security situation in the context of the full implementation of the ceasefire agreement, namely Abkhazia and South Ossetia, which are derived from additional Russian troops and border guards, and security is ensured by the presence of a neutral international force, working closely with local authorities …
- Strengthen Georgia’s aspirations for NATO membership. U.S. officials should use the NATO summit in Chicago for a renewed commitment to NATO practical case of Georgia’s accession to the alliance, including through the adoption of a package of documents on enhanced cooperation, which would have confirmed the intention to see Georgia in its ranks and it would be made clear that NATO Commission -Georgia and the national annual program for Georgia’s cooperation with NATO are the mechanisms by which the goods in time will become a full member of NATO …
- To strengthen the U.S. presence in Georgia. Strategy of Georgia’s security is based on the tactics of containment. Any U.S. presence in Georgia will promote these tactics , and last but not least, psychologically will help strengthen the sense of security among the population. In the absence of formal guarantees of security the United States should supplement its small military presence associated with: 1) training program for Georgian troops to carry out operations in the coalition, 2) support the training center of the NATO “Partnership for Peace”, and 3) facilities and logistics in the context of moving troops and equipment from Afghanistan at this stage and, in smaller quantities in the future, as well as the functioning of the logistics hub, which is the gateway to Central Asia.
- Normalize relations in the military sphere. Officers of the United States should normalize relations with Georgia in the military sphere, including the resumption of defense weapons and the training of special forces . Supply agreements will help Georgia enhance its defense capability, participation in coalition operations and to achieve the goals of the partnership program with NATO. These steps should be taken so as to leave no doubt that the U.S. decision to firmly linked with the obligation of the Government of Georgia to use force, consistent with its NATO allies to prevent manifestations of astonishment on the part of skeptical members of the alliance and to take similar steps NATO states associated traditional ties with Georgia in the defense sphere, and that this solution provides transparency of the process of cooperation with Georgia in the U.S. defense sector... read more>>
