papers were they shredding and why?My guess is that the papers targeted had little or nothing to do with the attack on the embassy. They covered what the diplomats in that embassy were doing.
Facilitating trade agreements?

Running arms to anti-Syrnian forces (like ISIS)?
Far more likely.
In Libya, the goal was to arm and empower every thug and lunatic that had a grievance with the government of what was then the country in Africa with the highest standard of living.
Libya (and now Syria) are in total chaos.
Mission accomplished.
