I believe Noriega had been a reliable drug supplier to the CIA, but became a high risk, and had to go. The only method to roust him was by US invasion and death or capture. To this day Noriega has been quarantined and sequestered from ever giving his testimony to the American people. Like so many others who've met a similar fate by US conspiratorial elements, he was 'removed from office'. He's presently (Mar/2012) said to have a brain tumor.
